Green Party accuses New Forest District Council of failing to adequately address carbon emissions generated by its operations in new four-year Corporate Plan
The NFDC has been accused of failing to adequately address carbon emissions generated by its operations in a plan which sets out its priorities for the next four years.
At a meeting of the Conservative-run New Forest District Council members discussed its new Corporate Plan, which outlines its vision and values until 2028.
The key themes, chosen after reviewing results of a residents’ survey in 2022, focus on three categories: people, place and prosperity.
However, the Green party wanted an amendment to the plan, claiming the original draft included the measurement of overall emissions from council activity.
Instead it will focus on the emissions of the council’s vehicles.
This was branded “a significant setback” in the fight against climate change.
Green Party leader Cllr Janet Richards said the amendment was designed to ensure the council measures its own carbon emissions, which is “essential” if it is to come up with an effective plan to reduce its carbon footprint.
The amendment also asked for progress on reducing emissions to be made public so residents could hold the council to account.
The amendment was thrown out, with leader Cllr Jill Cleary stating: “I cannot agree to something I cannot measure. The vehicles are directly under our control [but] it is so much more difficult and a huge challenge when partners are involved.”
The plan will “address challenges and realise opportunities”, the meeting heard.
Key themes include supporting vulnerable residents, addressing financial hardships and ensuring access to affordable housing. The council says central to this priority are community engagement, homelessness prevention, and enhancing housing quality.
Recognising the significance of the district’s natural environment, the council says it aims to balance growth with conservation efforts. Strategies include sustainable development, climate resilience, and enhancing community spaces.
Another key focus is fostering economic growth while ensuring inclusivity and sustainability. Initiatives include promoting the Solent Freeport, supporting local businesses, and championing skills development and employment opportunities.
Cllr Cleary said: “Our corporate plan is a crucial document for us as it ensures that we prioritise services that are most valued by our residents and provide support for those most in need. It serves as a roadmap for our commitment to serving our community and safeguarding the unique environment of the New Forest.”
Performance on ambitions set in the plan will be monitored and reported to members at overview and scrutiny panels and cabinet meetings.
