House in multiple occupation plan for former Marchwood care home sparks protests at predicted parking chaos




PLANS to change a former Marchwood care home into a house have come under fire from neighbouring residents predicting parking chaos.

Avondale Lodge Care Home in Hythe Road closed as a care home for 14 residents in May 2022, and now owner Wendy Osman has submitted a planning application for change of use to a home in multiple occupation for 14 occupants.

The application states that there will be eight parking spaces - the same as when it was a care home - but this has sparked opposition from neighbours who say this will leave six of the occupants and any visitors with nowhere to park.

This, they say, would add to pressure on roadside parking space and increase traffic and congestion on the local roads and near a school.

Immediate neighbour Michael Sims expressed fears that his shared use of the gravel access could be obstructed and, with several other neighbours, commented on the noise disturbance created by vehicles on the gravel.

He added: “The shared gravel driveway generates considerable noise whenever vehicles use it. Previously, when the property operated as a care home, there were only two shift changes each day at 8am and 8pm. This meant that noise from the driveway was limited to sociable hours and was relatively infrequent.

“An HMO housing up to 14 individuals would significantly increase traffic, resulting in much more frequent noise disturbances, potentially at unsociable hours.”

Mrs Osman said she sought pre-application advice from NFDC officers before redecoration for the new use started in January.
